I am having an issue connecting to a windows SFTP server. I have been able to successfully connect through WinSCP on a different machine using the SFTP protocol. I have not been successful through ESXI and I keep receiving a Connection timed out.

Is outgoing SSH connection allowed on the esxi host? If not, you'll need to open it:
In the vSphere Client check the host -> Configuration -> Security Profile -> Firewall -> Properties and enable "SSH Client"
You can do it from the console too I think.
